THE HOUSE IS POISED TO pass Democrats’ $1.9 trillion coronavirus relief bill as the party weighs alternatives to raising the federal minimum wage after an unfavorable ruling deemed it can’t be included in the sweeping rescue package pushed by President Joe Biden.

After holding a series of debates and votes that’ll extend into late Friday and possibly early Saturday, the relief bill is expected to clear the House mostly along party lines to advance a package with $1,400 stimulus checks, enhanced federal unemployment benefits of $400 a week and billions in funding to reopen schools, help small businesses and expand testing and vaccine operations. The bill includes one of Democrats’ biggest priorities that got stripped from past relief: $350 billion in state, local and tribal aid.

The package also kept intact a minimum wage hike to $15 an hour, despite Senate Parliamentarian Elizabeth MacDonough ruling Thursday that the provision runs afoul of budget rules. Because Democrats are aiming to fast-track the measure through budget reconciliation — a process that allows them to pass bills on a simple majority in the 50–50 Senate — provisions included must meet certain thresholds established by the so-called Byrd rule.

As the U.S. COVID-19 death toll nears 510,000, Democrats are racing to quickly pass another large rescue bill, particularly before federal unemployment benefits expire by March 14. Republicans almost uniformly oppose the $1.9 trillion package, calling for more targeted relief. The latest effort comes two months after Congress overwhelmingly passed a $900 billion bill.

But unlike the series of bipartisan relief bills passed in 2020, the American Rescue Plan will likely garner very little GOP support. It’s also the first big legislative test for the Biden White House and Democrats’ new Senate majority. And while the White House is still engaged in bipartisan talks, Democrats appear on track to keep pursuing the budget reconciliation process, which removes the 60-vote threshold and the need to win over at least 10 Senate Republicans.

Once the rescue package clears the House, the Senate takes up the bill and then will be forced to address the next steps on the minimum wage, which hasn’t been raised at the federal level since 2009. Senate Democrats are exploring an alternative proposal that instead levies tax penalties on large corporations that don’t raise wages, while incentivizing small businesses to do so through income tax credits.

Progressives are upping the pressure on the party to stick with a minimum wage increase — whether that’s through the vice president overruling the parliamentarian’s decision or nixing the legislative filibuster to pass a standalone measure. But as the party weighs its next steps on a key party priority, the Senate is expected to take out the minimum wage hike and amend the COVID-19 rescue package before sending it back to the House to pass the new version.

When pressed if the party could lose support among House progressives over likely changes with a much narrower majority, Democratic leadership projected confidence that they’ll have no issues passing additional coronavirus aid.
