The New York City Taxi and Limousine Commission (TLC) requires all rental drivers to pass a medical exam and be certified as fit to drive by a licensed and practicing physician or healthcare practitioner. Who Needs TLC Exam?

The following drivers will need a TLC test in New York:

  • Yellow taxis or medallions
  • Green or boron taxis
  • Uber drivers
  • Lyft drivers
  • Luxury limousine
  • Black car limo drivers

24 hour TLC driving course

Drivers who qualify for exemption from life experience (TLC Regulation 80-04 (j) (8)) are not required to take the road test and examination.

Previously licensed TLC drivers who have taken and obtained the driving education course will not be required to have the course and the examination resumed if the previous license has expired in the previous five years.

Drivers who have completed the driving training course in the last 12 months will not be required to repeat the course.

Purpose

The purpose of a TLC medical examination is to determine if you have any health problems that may prevent you from driving safely.

A healthcare professional or doctor will first ask you for your medical history, including any surgeries, illnesses, or medications you are taking. They will also ask you for your family’s medical history.

Your assessment will usually include:

  • An assessment of your blood pressure and heart rate
  • Hearing and vision screening
  • Medical examination

During the medical examination, the doctor will listen to your heart and lungs, examine your ears, nose and throat. They will also examine your posture and spine for abnormalities and check your reflexes and neurological function.

Your doctor or healthcare provider may order additional tests, such as an ECG if you have heart problems, to see if you are safe to drive a motor vehicle.

Appointment

Print the New York TLC medical form and bring it to your appointment. Bring your New York State driver’s license. Also carry a list of any medications you are taking, including over-the-counter pills and vitamins. Also bring your medical records and recent medical history to your appointment.

What Happens After The TLC Exam?

Your authorized health care provider will confirm that they have examined you and that you are medically fit to drive the vehicle safely.

If you are medically eligible to drive a TLC vehicle, you must submit a form with your TLC application online here. You have 90 days from submitting your TLC application to submitting the TLC medical examination form. If you do not submit it within 90 days, your TLC application will be rejected. submit it as soon as possible.
